Before you can start the quest, you need to teleport to Easter Island POI. You do this from Fisherman Island. Head to the back of the dock and go down the platform there. You'll spot a teleport entrance decorated with flowers and eggs. Walk into it, and you'll land on Easter Island. You won't need a boat to travel there!
