  1. Head to Copper Canyon Island, right next to Coral Reefs.
  2. Find the Sheriff NPC near the docks and accept the Troubled Waters quest.
  3. Catch the Bandit Octopus and Outlawed Seahorse. These are the fish needed.
  4. Return to the Sheriff to claim your reward once both are caught.

A quick tip here. The Bandit Octopus is an older catch that some players may already have logged, but the quest version still needs a fresh catch. The Outlaw Seahorse is brand new to this update.
