It is randomly generated and might not even spawn during your run.

When you power up a Crystal Skull, the Lighthouse will be powered down and weaken the barrier. Once all five Crystal Skulls are powered up, the barrier blocking the Lich King's Island will lower. You can then enter the Island and take on the boss.

The Lich King has 3000 HP. I recommend going with the Ancient Squid Class or the Alien Overlord Class to defeat the Lich King. Both Classes have long-range weapons that you can use to keep your distance from the Lich King and defeat him more easily.
