The Yeat NPC is at Power Pylon north of Reality's Reign POI. When you get to that area, look for the red zipline tower, and Yeat will be under there. Walk up and interact with him to start the Unreleased Music quest.

He tasks you with collecting 5 Bells scattered around the same area and returning them all before the 3-minute timer runs out. To pick up a Bell, face it directly and hold down your Interact button.
