The good news is that all three extra car slots appear to be unlocked by default for all players. This means you can potentially display up to four cars in your garage right away without needing to do anything specific. The catch is that you may need to manually add the Car Display Locators to your garage layout first before the additional slots actually show up and become usable.

If you want to go further and make sure all slots are fully available, two specific houses are worth knowing about. The Hakusan Mountain Lodge, which costs 635,000 CR, (credits guide), and the Vision House, which costs 1,500,000 CR, are the two properties tied to expanded car display options. To unlock the Hakusan Mountain Lodge, you need to earn the Pink Stamp (all stamps guide) through the Discover Japan objectives. The Vision House requires the Gold Stamp, which means progressing further through the same track.

Both houses come with other benefits beyond garage slots. The Hakusan Mountain Lodge, in particular, is worth buying early regardless of garage considerations.
